Summary0001073: Start exe from command line should not inherit cashed PATH variable
Description1. Run cmd.exe from command line on bottom of DC
2. Change PATH variable for Computer
3. Run cmd.exe from command line on bottom of DC

Actual: cmd.exe starts with old PATH, seems inherited from DC
Expected: cmd.exe starts with new PATH

Notes: When I run cmd.exe from explorer or start menu of windows it gets latest PATH. I do not need to restart Explorer. In case of DC I have to restart cmd.exe and DC to obtain new PATH.
