В данном случае ничего сделать нельзя. Для определения кодировки используются статистические методы, файл маленький и почти не содержит осмысленного текста. Точность определения кодировки таких файлов мала.

Сами файлы больше.
Другие текстовые редакторы (напр. AkelPad, Notepad++) открывают без нареканий.
