The problem is with parameter %D that is in the Command: field along with command(/Applications/Utilities/Terminal.app %D).
It works if I move %D into the Parameters: field

It's not working again in Mac OS Catalina, because Apple moved terminal app to /System/Applications/Utilities/Terminal.app, see https://apple.stackexchange.com/questions/376610/terminal-stop-launching-in-double-commander-after-catalina-10-15-1-upgrade
