 Same error here.

Under debian 8 everything works great.
Problem exists only in Win7
I'm running 64bit OS

Both 32bit and 64bit of the portable versions can't start.
Didn't try the installation version.
Running triple monitors setup

Bug confirmed for versions 0.6.3 - 0.6.5

Now i'm not so sure it's the same problem, here is the error i've got (see attached image).
The same happends even after msi installation

To bypass this issue try change your system format settings to english (unitied states)

Control Panel->Region->Formats tab->Format
